Short cycling means the outdoor unit starts, runs for a minute or three, shuts off, and starts again before the house has cooled. A healthy system in a Phoenix July runs long, steady cycles, often twenty minutes or more in the afternoon. If yours is stuttering, do these five things before anything else. None of them require tools, a ladder, or opening a panel.
That is the whole homeowner checklist. Everything past this point involves pressures, amperage and refrigerant, and those belong to a technician with gauges.

Low airflow or low charge drops the coil below freezing. Ice builds, airflow drops further, and the system trips on a pressure safety. Once thawed it runs a while, then repeats. If you found ice, do not restart until it has fully cleared.

Sometimes, if the cause is electrical. A capacitor that has drifted out of tolerance is a common and inexpensive culprit. But a capacitor cannot fix a frozen coil, a refrigerant leak, or a unit that is too big for the house, and installing one without measuring first is guessing with your money.
