The machine is a refrigeration circuit in a box. A fan pulls air across a cold coil, moisture condenses out and runs to a drain, and the air passes over a warm coil on the way out, leaving drier and slightly warmer than it entered. Ducted versions tie into the return or supply and treat the whole house. Standalone versions sit in the space they serve. That is the whole trick, and it is the same trick your air conditioner performs as a side effect of cooling. The difference is that the dehumidifier does it on purpose, whether or not the house needs cooling at that moment.

Most do not. The Valley is dry for nine months of the year, and during monsoon a correctly sized, properly running air conditioner removes plenty of moisture as a byproduct of cooling. The exceptions are indoor pools, spas, wine rooms and other spaces that generate moisture faster than the cooling system removes it, and occasionally very tight homes. An on-site evaluation is the only reliable way to know which case you are in.
Have the air conditioner evaluated first. An oversized or short-cycling system satisfies the thermostat before it has run long enough to remove moisture, and that is the usual cause of a clammy Phoenix house in August. Fixing that costs less than adding a second refrigeration system to work around it.

Yes, when it runs. It is a compressor-driven appliance, and on an APS or SRP time-of-use plan the hours it runs matter. Whether that cost is worthwhile depends entirely on whether the house has a moisture load that justifies it, which is another reason to confirm the need before buying.
