Most of the country argues about whether a heat pump can carry a house through winter. Chandler in January does not qualify as an argument. Nights dip into the forties, a few mornings flirt with frost, and by ten the sun is back on the stucco. A correctly sized heat pump handles that load without effort, using the same outdoor unit that has to survive July. In most Valley homes the air conditioner is already half a heat pump. Conversion mostly means finishing the job.
Consider what the gas furnace does here. Its blower runs all summer moving cold air; its burners run a few hundred hours a year. You pay a gas utility's service fee twelve months a year for a heating season you could measure in weeks. That math is the real case for an all-electric home, and it is also why the honest answer is sometimes to wait. A heat pump water heater pulls heat out of the surrounding air and puts it into the tank. In a Phoenix garage, where the air is hot most of the year, that is a happy arrangement: the tank gets free heat and the garage gets slightly cooler. It needs a dedicated circuit and a condensate drain, so plan for it during the electrical work rather than after.
Whether you are on APS or SRP, the rate plan matters as much as the equipment. Time-of-use rates reward a system that runs long and low and punish one that lurches on at six in the evening. Demand-based plans go further and bill the single worst half hour of the month. A variable-speed heat pump behaves well under those rules. A conversion is a poor idea when the furnace and condenser are both under ten years old and running well, when a required panel upgrade is beyond reach and load management is not an option, or when the house is a rental you plan to sell before the savings catch up. A fall heating tune-up costs little, and a maintained furnace will wait patiently for the day the air conditioner forces the decision.

Not always. A licensed electrician runs a load calculation on the existing panel, and the result depends on what else you plan to electrify and how much backup heat the new system carries. Some homes fit with room to spare. Others get by with a load-management device, and some do need a new panel and utility service upgrade. We cannot tell you which from a web page.
If the water heater is near the end of its life, yes, because the electrical work is already open and the two circuits can be planned together. A heat pump water heater in a hot Phoenix garage works in its favor. If the existing gas water heater is young, it can wait, but include the future circuit in the panel calculation now so you are not paying an electrician twice.
The furnace's share of gas use disappears, but the utility's fixed monthly service fee stays as long as the meter is active. The fee only goes away when every gas appliance is gone and service is dropped. That is why sequencing matters: the savings from a partial conversion are real but smaller than people expect until the last gas appliance is out.

What changes it is the efficiency and staging of the new system and how well it fits your APS or SRP rate plan. A variable-speed unit that runs long and low is a better match for time-of-use and demand plans than a single-stage unit that cycles hard.
In colder climates, pairing a heat pump with a gas furnace as backup makes sense. In Phoenix the furnace would run so rarely that you would be keeping gas service mainly for a few mornings a year.
