Blower motors in Phoenix run more hours in a year than motors elsewhere run in three. A motor with a failing capacitor spins slowly or struggles to start. A variable-speed blower with a failing control may run at a fraction of its speed. A blower wheel packed with dust moves less air at full speed than a clean wheel at half. Each is a different repair, and none is a homeowner job.
Ice on the coil is a symptom of low airflow, low charge, or both, and it then causes more low airflow. The system starves itself. Thawing restores air for a day; the underlying cause brings the ice back.
Flex duct in an attic is only as good as its last visitor. A cable installer stepping on a run, a stored box resting on a duct, or a joint that finally let go after twenty summers at 155 degrees all show up as one or two registers going weak while the rest stay normal. Years of bypass around a poorly fitted filter leave the indoor coil furred like a dryer screen. Air cannot pass, and the coil cannot cool what does. Cleaning it is what a seasonal maintenance visit is meant to handle before it gets this far.

Airflow has numbers. A technician reads total external static pressure at the air handler, which says whether the ducts and filter are choking the blower. A flow hood at each register says which runs are underdelivering. The temperature split across the coil says whether the air that does move is being cooled. From those three readings the cause is usually obvious, and the repair is quoted flat before it starts. Localized weakness almost always means a duct problem on those specific runs: a crushed or kinked section, a joint that pulled apart, a closed damper, or a run that was undersized from the start. Whole-house weakness points to the filter, blower, coil or return instead. That split is the first thing we use to narrow the search.
Yes. Dense pleated filters resist airflow more than the systems in many older Phoenix homes were designed for, especially in a single small return. If airflow improved when you removed the old filter, the filter grade or the return size is part of the problem. A technician can measure the pressure drop and recommend a grade the blower can handle.

It is the resistance the blower pushes against, measured across the air handler. High static means the ducts, filter, coil or returns are choking the system, which lowers airflow and shortens blower and compressor life. It is the single most useful airflow measurement, and it takes a technician a few minutes with a manometer.
Yes, if the system was upsized at some replacement and the return was not. A larger unit needs more return air, and a return sized for the previous unit strains the new blower from day one. With a clean filter and no ice, generally yes for a short while. With ice, no; keep Cool off and the fan on to thaw. If the blower is not spinning at all, shut the whole system off to protect the compressor and coil. When in doubt, off is the safe setting.
Only if the ducts themselves are the restriction, which is less common than a dirty coil, blower wheel or filter. Duct cleaning does not fix a crushed run, a disconnected joint or an undersized return. Measure first; then clean, repair or resize based on what the numbers show.
